CLB 9 vs CLB 10: How Many CRS Points Does Each Level Give? (IELTS and CELPIP Real Cases)

CLB 9 vs CLB 10 guide showing 32 extra CRS points from CLB 8 to 9, 12 extra from CLB 9 to 10 and IELTS 8-7-7-7 for CLB 9

Ask anyone in the Express Entry pool what they need and you will hear “CLB 9.” Ask what CLB 10 adds and the room goes quiet. The CLB 9 vs CLB 10 question is one of the most searched on Quora, and many of the answers there are years old or simply wrong.

One popular answer says CLB 9 needs 7.5 in IELTS listening. It needs 8.0. Another question asks why both levels give “6 points per ability.” They do, but on a different grid.

We checked the numbers against IRCC’s tables and read forum threads where people posted every score from every attempt. Here is the clear version.

Quick answer: CLB 9 vs CLB 10 in CRS points

For a single applicant, CLB 9 in all four skills gives 124 points and CLB 10 gives 136 points. So CLB 10 adds only 12 points. The big jump is from CLB 8 to CLB 9: 32 core points, plus up to 50 more in skill transferability. In IELTS General Training, CLB 9 means Listening 8.0 and 7.0 in the other three skills. CLB 10 means 8.5, 8.0, 7.5 and 7.5.

Key takeaways

  • Each skill is scored on its own: 31 points at CLB 9 and 34 at CLB 10 (single applicant).
  • CLB 9 in all four skills unlocks the top tier of skill transferability. CLB 10 adds nothing extra there.
  • One skill at CLB 8 can cost you 50 points or more, even if the other three are perfect.
  • IELTS CLB 9 is 8.0 / 7.0 / 7.0 / 7.0 (listening, reading, writing, speaking).
  • In CELPIP, the level is the CLB. CELPIP 9 = CLB 9.
  • Neither test is easier for everyone. People got stuck on IELTS writing and on CELPIP speaking.

CLB 9 vs CLB 10: The CRS Points Side by Side

To settle CLB 9 vs CLB 10, start with the grid. Language points for your first official language come from IRCC’s CRS criteria. You get points for each of the four skills, then they are added up.

Look at the steps, because they explain the whole CLB 9 vs CLB 10 question. CLB 7 to 8 is 6 points a skill. CLB 8 to 9 is 8 points a skill. CLB 9 to 10 is only 3. An eight-year-old Quora answer got this exactly right: 124 points at CLB 9 and 136 at CLB 10.

The “6 points per ability” confusion

One Quora user asked why CLB 9 and CLB 10 both give 6 points per ability. That number is from the Federal Skilled Worker grid, the 67-point test you pass to enter the pool. On that grid, CLB 9 is the top level. In the CRS, CLB 10 is the top. Two grids, two answers. You can check the first one with our FSW points calculator.

Why CLB 9 Is the Level That Changes Everything

In the CLB 9 vs CLB 10 comparison, the core table is only half the story. The CRS also has skill transferability points. They reward combinations: language plus education, and language plus foreign work experience. These have two tiers, and the top tier starts at CLB 9 in every skill.

CLB 8 to CLB 9 is worth 82 points for this person. CLB 9 to CLB 10 is worth 12. That is the CLB 9 vs CLB 10 answer in one line. That is why one Quora user reported going from 384 points at CLB 8 to 461 at CLB 9 and getting an invitation in the next draw.

CLB 9 vs CLB 10 example for a master’s degree and 3 years of foreign work: 142 points at CLB 8, 224 at CLB 9, 236 at CLB 10
CLB 9 vs CLB 10 with skill transferability included: the real jump is at CLB 9.

The lowest skill decides your tier

For transferability, IRCC looks at your weakest skill. Take IELTS Listening 8.0, Reading 8.0, Speaking 7.0 and Writing 6.5. Three skills are CLB 9 or better. Writing is CLB 8. You stay in the lower tier. For the profile above, half a band in writing is worth 58 points.

IELTS or CELPIP? What Real Test Takers Reported

People argue about IELTS and CELPIP in every CLB 9 vs CLB 10 thread. The scores they posted tell a more useful story than the opinions.

Real case: three IELTS and three CELPIP in 18 months

In March 2017, a member listed six attempts. The first IELTS in August 2015 was Listening 6.5, Reading 5.5, Writing 6.5, Speaking 7.5. The CELPIP attempts gave strong listening and reading, up to 12, but writing and speaking stayed at 7 or 8. The final IELTS in February 2017 was Listening 8, Reading 8.5, Writing 7, Speaking 8.5. That is CLB 9 or better in every skill. Their view: IELTS marking felt more consistent.

Real case: stuck one skill short on both tests

In May 2018, a member scored CELPIP Listening 12, Reading 12, Writing 9 and Speaking 8. One point short in speaking. Then IELTS: Listening 8.5, Reading 9, Speaking 8 and Writing 6.5. Half a band short in writing. Two tests, two different weak spots, same result.

For anyone weighing CLB 9 vs CLB 10, the pattern is clear enough. In IELTS, writing holds people at 6.5. In CELPIP, speaking into a computer holds people at 7 or 8. Several members said CELPIP listening and reading felt easier, and that CELPIP had more test dates. Others found talking to a real examiner much easier.

How to choose your test

  • If writing is your weak skill, look hard at CELPIP. You type, and some people score better that way.
  • If speaking to a screen makes you freeze, IELTS has a live interview.
  • If listening is weak, remember IELTS needs 8.0 for CLB 9.
  • If you failed one test twice on the same skill, try the other test before a third attempt.
  • Take a full timed practice test of each before you pay.

Re-marking is not a sure fix. One member paid for a CELPIP re-evaluation in 2018 and the scores did not change. Another added up prep material, a re-evaluation and exam fees and switched tests instead.

Mistakes that cost language points

  • Thinking IELTS listening 7.5 is CLB 9. It is CLB 8.
  • Looking at the overall band. IRCC ignores it and scores each skill.
  • Taking IELTS Academic. Express Entry needs General Training.
  • Entering scores in the wrong order in the profile.
  • Letting a good result expire while waiting in the pool.
  • Retaking the same test a fourth time without changing how you prepare.
