Decline ITA Express Entry guide showing 60 days to apply, a declined ITA returns you to the pool and an ignored ITA removes you from the pool

You waited months for the invitation. It finally arrives, and something is wrong. A police certificate will take three months. Your score was a mistake. You are getting married next week. Now you are searching for how to decline ITA Express Entry sent you, and whether that ruins everything.

It does not. But the internet is full of bad information about this. One Quora answer claims you lose your place in the pool and your provincial nomination. That is not what IRCC’s instructions say.

We read the forum threads from 2015 to 2024 where people declined, and what happened to them after. Here is how it really works.

Quick answer: what happens if you decline an ITA

You have 60 days to apply or decline. If you decline, your profile goes back into the pool for the time it has left, and you can be invited again. There is no penalty. If you do nothing, the ITA expires and your profile leaves the pool, so you would need a new one. Declining does not guarantee another invitation. Cutoffs move, and some draw types are rare.

Key takeaways

  • An ITA is valid for 60 calendar days. You apply or you decline.
  • Declining puts your profile back in the pool for the rest of its 12 months.
  • Ignoring the ITA is worse than declining. You are removed from the pool.
  • A decline cannot be undone. Be sure before you click.
  • IRCC itself encourages declining if your recalculated score is below your round’s cutoff.
  • The next invitation depends on future draws. For rare category draws, that can mean months.

What Happens When You Decline an ITA

IRCC’s program instructions lay out three paths after an invitation.

When you get an ITA, your profile is locked. You cannot edit it. When you decline ITA Express Entry unlocks the profile again. That is often the real reason people decline: they need to fix something they can no longer change.

Real case: declined on day 59

In June 2019, a member declined on the second-to-last day because the documents were not ready. Their score was above the 450 cutoff. They then tried to start a new profile and the system told them they already had one. Members explained that nothing more was needed. The same profile had gone back into the pool on its own.

One more rule to know before you decline ITA Express Entry sent you, from IRCC’s profile page: declining does not let you pick a different program. If you are invited again, it will be in the same program order, with the Canadian Experience Class first.

When Declining an ITA Is the Right Move

Sometimes it is right to decline ITA Express Entry rules even point you that way. IRCC’s instructions say candidates are encouraged to decline when something in their profile is no longer true or their recalculated score falls below the lowest-ranked candidate invited in their round. An application built on points you do not have can be refused, and a false claim can bring a five-year ban.

Real case: a police certificate that takes 14 weeks

In November 2015, a provincial nominee was invited but needed an FBI police certificate from the United States. It took about 14 weeks then. Sixty days was not enough. Members told them that declining carried no penalty and the profile would stay in the pool. They planned to decline and wait for the next round with the document in hand.

Tip: start slow documents before the invitation

Police certificates, reference letters and some birth or marriage records take weeks. If your score is close to recent cutoffs, order them now. Read our reference letter guide for the document that causes the most delays.

When You Should Not Decline

Many people who want to decline ITA Express Entry sent them have weak reasons. In November 2018, a member wanted to decline because of travel plans during the 60 days. The replies were direct. Declining sends you back to the pool with no promise of another invitation, because cutoffs go up and down. The better plan is to enter the pool only when you are ready to apply.

In 2026 that warning matters more than before. Draws are split by type, and some types are rare.

Bad reasons people gave for declining

  • Wanting to remove a job from the profile because there was no reference letter. In July 2019, members said to keep the job and explain the missing letter.
  • Hoping to be invited under a different program next time.
  • Not having the fees ready.
  • Thinking a birthday made them ineligible.
  • Believing a rumour that the next cutoff would be lower.

Declining With a Provincial Nomination

Nominees ask how to decline ITA Express Entry issued more than anyone, because 600 points are on the line. A Quora question put it this way: if I decline, do I lose the 600 points or need a fresh nomination?

Declining the federal ITA does not cancel a nomination by itself. The nomination belongs to the province, and it has its own expiry date. While it is valid and attached to your profile, your score stays above every cutoff, and members reported being invited again in the next nominee round.

Real case: nomination moved to a new profile

In June 2018, two members described the same path. They declined, ended up with a new profile, and contacted Ontario’s program. After they explained what happened, the province moved the nomination to the new profile. A fresh ITA followed.

If you are a nominee and must decline

  • Check the expiry date on your nomination certificate first.
  • Tell the province what you are doing and why. Keep the email.
  • Make sure your Express Entry profile itself has months left.
  • If the profile expires, create a new one and send the province the new number.
  • Do not decline twice in a row without a very good reason.

Profile timing matters here. Our guide on an expired Express Entry profile covers what to send the province.

After You Decline: What to Fix Before the Next Draw

After you decline ITA Express Entry opens your profile for editing again. Use that. In April 2021 and again in January 2024, members asked if they were allowed to update a profile after declining. Yes. You are expected to keep it accurate.

What to fix after you decline ITA Express Entry sent you.

Your checklist after declining

  • Fix the reason you declined. Correct the wrong answer, add the spouse, enter the new test.
  • Recheck your score. Make sure the number in your account is one you can prove.
  • Order the slow documents. Police certificates, letters, translations.
  • Check your profile’s expiry date. Declining does not add time to the 12 months.
  • Watch the draws you qualify for. Be ready to apply fast next time.

How many times can you decline?

IRCC’s instructions do not set a limit, and there is no penalty in the system. But every time you decline ITA Express Entry makes no promise of a second one. It is a bet that you will be invited again. Treat each ITA as if it could be your last one.

Frequently Asked Questions

What happens if I decline my ITA?

Your profile goes back into the Express Entry pool for the rest of its validity period. You can be invited again in a later round.

Is there a penalty for declining an ITA?

No. IRCC does not penalize you. The only risk is that you may not be invited again if cutoffs rise or your draw type is rare.

What happens if I do not respond to an ITA?

After 60 days the ITA expires and your profile is removed from the pool. You would have to submit a new profile.

Can I undo a declined ITA?

No. Once you decline, that invitation is gone. You wait for a new one.

Do I need to create a new profile after declining?

No. Your existing profile becomes active again automatically, as long as it has not reached 12 months.

Will I keep my 600 provincial nomination points if I decline?

Declining does not cancel the nomination by itself. The points stay while the nomination is valid and linked to your profile. Tell your province before you decline.

Can IRCC extend the 60 days?

As a rule, no. Plan as if the deadline is fixed.

Should I decline if I had a birthday after my ITA?

No. IRCC does not penalize you for points lost to a birthday after the invitation.

Before you decline, check your real score

If your reason is a score problem, find out exactly where you stand against the latest cutoffs.

Final Thoughts

You can decline ITA Express Entry invitations without any penalty, and sometimes you should. A wrong score, a new spouse or an expired test are real reasons.

Travel, nerves and wishful thinking are not. If your file is honest and you can finish it in 60 days, apply. The next invitation is never guaranteed.
