Minimum CLB for Express Entry: The Score You Need for Each Program and Why It Is Rarely Enough (Real Cases)

There are two numbers to know: the level that makes you eligible and the level that gets you invited. They are not the same, and the gap is where most points hide.

Minimum CLB for Express Entry by program, with test score equivalents

The minimum CLB for Express Entry is the first hard gate in the system. CLB stands for Canadian Language Benchmark, the scale IRCC uses to compare results from different English tests. For French the same scale is called NCLC. If one of your four abilities falls below the minimum for your program, your profile is not eligible, whatever else you bring.

Most people ask the question the wrong way round. They want to know the lowest score that will do. The lowest score that will do gets you into the pool, where candidates are then ranked, and language is the single biggest source of ranking points that you can change in a few months. The minimum is where the conversation starts.

We read IRCC’s language test page, with its conversion tables for every approved test, the program comparison and the ranking criteria, along with four public forum threads from 2014 to 2019 in which one half-band in one ability made the difference.

Quick answer: what is the minimum CLB for Express Entry?

It depends on the program. IRCC’s language page (modified June 22, 2026) sets CLB 7 for the Federal Skilled Worker Program and for the Canadian Experience Class in TEER 0 or 1 occupations, CLB 5 for the Canadian Experience Class in TEER 2 or 3, and for the Federal Skilled Trades Program CLB 5 in speaking and listening and CLB 4 in reading and writing. You must meet the level in each ability, and results must be less than two years old. Convert your scores with our CLB calculator.

Key takeaways

  • Federal Skilled Worker Program: CLB 7 in all four abilities.
  • Canadian Experience Class: CLB 7 for TEER 0 or 1 occupations; CLB 5 for TEER 2 or 3.
  • Federal Skilled Trades Program: CLB 5 for speaking and listening; CLB 4 for reading and writing.
  • The level is tested ability by ability. One low score sets your result for that ability, and one below the minimum makes you ineligible.
  • On IELTS General Training, CLB 7 is 6.0 in every ability. CLB 9 needs 7.0 in three abilities and 8.0 in listening.

From IRCC’s conversion tables (modified June 22, 2026). CELPIP-General is simpler: the CELPIP score in each ability equals the CLB level, so CLB 7 is 7 and CLB 9 is 9.

Two things in that table catch people out. On IELTS, the reading score for CLB 5 is only 4.0, lower than the other abilities. And at CLB 9 the listening requirement jumps to 8.0 while the others sit at 7.0. Each ability has its own ladder.

Real case: 5.5 in one module (December 2014)

Just before Express Entry launched, an applicant with more than ten years of experience and strong marks for age and education scored 5.5 in one IELTS module. They asked whether they could still apply. Several replies said 6.0 in every module was required. Others argued that the points grid included values below that level. The thread could not settle it, partly because the system was brand new. Under today’s published minimums the answer is clear: 5.5 is CLB 6, which is below the Federal Skilled Worker minimum of CLB 7, so that route would not be open.

A strong profile does not compensate for one ability under the line. Eligibility is checked first, and ranking only happens among eligible profiles.

One ability sets your level

Your result is not an average. IRCC’s Canadian Experience Class page says you must meet the minimum score in all four abilities. For points, each ability is converted and scored separately.

Real case: half a band in reading, and three points gone (October 2019)

An applicant posted IELTS results of 8.5 in listening, 7.5 in reading, 8.0 in writing and 9.0 in speaking, and asked whether a retake was worth it. A member first told them they had the top level in every ability and the maximum language points. The poster then checked the table and corrected it: reading needs 8.0 for that level, so 7.5 put reading one level lower and cost three points. They kept the result. Their total score was 453.

That is the conversion table at work. Reading at 7.5 is CLB 9, worth 31 points for a single applicant, where 8.0 would have been CLB 10, worth 34.

Why the minimum is rarely enough

Once you are eligible, language becomes points. IRCC’s criteria page (modified June 22, 2026) gives the points per ability for your first official language.

From IRCC’s Comprehensive Ranking System criteria (modified June 22, 2026). Points are per ability, so multiply by four for a result that is level across all abilities.

Our arithmetic for a single applicant: CLB 7 in all four abilities is 68 points. CLB 8 is 92. CLB 9 is 124. CLB 10 is 136. Going from the minimum to CLB 9 is worth 56 points before anything else is counted.

And something else is counted. The skill transferability section pairs your language level with your education and with your foreign work experience, and the criteria page gives more points at CLB 9 than at CLB 7: 25 instead of 13 for a post-secondary credential, and up to 50 instead of 25 for three or more years of foreign work. That is why applicants talk about CLB 9 as the level that changes a profile. We explain those combinations in foreign work experience and CRS score for Canada PR.

CRS points per language ability at each CLB level
Each ability is scored separately. Four abilities at CLB 9 total 124 points for a single applicant, by our arithmetic.

Real case: a re-mark that added two levels in speaking (May 2016)

An applicant scored 10, 11 and 11 in three CELPIP abilities and 8 in speaking. Because speaking was so far out of line with the rest, they asked for it to be re-marked, and it rose by two levels. Their total came to 469, still well under the cut-off at that time, which they said was 534. When another reader asked whether a re-mark could lift a listening score, the poster said it does not hurt to ask but depends on there having been a marking error.

A re-mark is not a strategy, and nobody should count on one. But when a single ability is far from the others, it is a reasonable question to put to the test provider, at your own cost.

Your spouse’s score and a second language

Two smaller tables on the criteria page are easy to overlook. If your spouse or partner is coming with you, their first official language earns points too: nothing at CLB 4 or below, 1 point per ability at CLB 5 or 6, 3 at CLB 7 or 8, and 5 at CLB 9 or more, to a maximum of 20. There is no minimum level for a spouse, but a test is the only way to collect those points. The trade-offs are covered in non-accompanying spouse.

A second official language works the same way for the principal applicant: 1 point per ability at CLB 5 or 6, 3 at CLB 7 or 8, and 6 at CLB 9 or more. On top of that, IRCC gives additional points for strong French: 25 if you have NCLC 7 or higher in all four French abilities with English at CLB 4 or lower, and 50 if your English is CLB 5 or higher in all four abilities.

Our example: the same person at three levels

This is our own illustration, using IRCC’s tables. Take a single applicant with a foreign bachelor’s degree and three years of foreign work experience. At CLB 7 in every ability they earn 68 language points, plus 13 for education with language and 25 for foreign work with language in the skill transferability section: 106 points that depend on the test. At CLB 9 in every ability the same person earns 124, plus 25 and 50: 199 points. The difference between the minimum and CLB 9 is 93 points for this profile, from one exam.

Test validity and timing

IRCC’s page says results must be less than two years old on two dates: when you complete your profile, and when you submit your application for permanent residence. A result that is valid when you enter the pool can expire before you are invited or before you apply. We cover what to do about that in IELTS expired after ITA.

Before you book a test

  • Check which version is accepted: CELPIP-General, IELTS General Training or PTE Core. The academic versions are not on IRCC’s list.
  • Work out the level you need for eligibility in your program.
  • Then work out the level that gets you to the score you need, using the CRS calculator.
  • Note the test date and count two years forward.
  • Decide which ability is weakest and prepare for that one first.

Five mistakes people make with the language minimum

Five mistakes from the rules and the threads

  • Averaging the four abilities. Each one is converted and tested separately.
  • Reading the wrong row of the table. IELTS listening needs 8.0 for CLB 9, not 7.0.
  • Stopping at the minimum. Eligibility gets you into the pool, not out of it.
  • Choosing a lower occupation code to get a lower language minimum. The code has to match your duties.
  • Letting the result expire. It must be under two years old at profile and at application.

CLB 7 for the Federal Skilled Worker Program and for the Canadian Experience Class in TEER 0 or 1 occupations. CLB 5 for the Canadian Experience Class in TEER 2 or 3. For the Federal Skilled Trades Program, CLB 5 in speaking and listening and CLB 4 in reading and writing.

What IELTS score is CLB 7?

On IELTS General Training, CLB 7 is 6.0 in each of speaking, listening, reading and writing, according to IRCC’s conversion table.

What IELTS score is CLB 9?

7.0 in speaking, reading and writing, and 8.0 in listening.

Can a high score in one ability make up for a low one?

No. Each ability is converted separately, and you must meet the program minimum in every one. For points, each ability is scored by its own level.

Is CLB 7 enough to get an invitation?

It makes you eligible for some programs. Whether it is enough depends on your total score and the round. Our arithmetic from IRCC’s table shows CLB 9 in all four abilities is worth 56 more points than CLB 7 for a single applicant, before skill transferability.

How long are language test results valid for Express Entry?

Final Thoughts

The minimum CLB for Express Entry tells you whether you can enter the pool: CLB 7 for most skilled workers, CLB 5 for some Canadian experience and trades candidates. It is tested in each ability, on a table where half a band matters. Beyond the minimum, every level you gain is worth points, and CLB 9 is where the largest jump sits.

If your profile is only eligible under one occupation code, or your result will expire before you can apply, speak to a licensed consultant or lawyer about timing. Otherwise, the most useful thing most applicants can do with the next three months is study for the weakest of their four abilities.
