Visitor Visa During Express Entry: Can You Visit While You Wait? (Real Cases)
A profile in the pool or a file in process does not bar you from visiting Canada. It does change the question an officer has to answer.

People ask about a visitor visa during Express Entry for ordinary reasons. They want to see the city they plan to move to, attend a family event, go to a job interview, or stay on after a permit ends. And they worry that asking for a temporary visa while seeking permanent residence looks like a contradiction that will get one or both refused.
It is not a contradiction in Canadian law. Wanting to immigrate and wanting to visit can coexist. What an officer needs is to be satisfied that you will leave at the end of the visit if things do not go your way. That is a real test, some people fail it, and how you present your situation matters.
We read an IRCC briefing on how officers assess this, IRCC’s Help Centre answers on visitor status and expiring permits, and its Express Entry pages (modified between 2021 and 2026), plus four public forum threads from 2012 to 2021. This is general information, not legal advice.
Quick answer: can you get a visitor visa while Express Entry is in progress?
Yes, it is allowed. An IRCC briefing on the subject says officers assess these cases under the immigration law’s provision on having two intentions, and must be satisfied that you would leave Canada at the end of your authorized stay if your application for permanent residence was refused. A profile or a pending application does not disqualify you, and it does not guarantee anything either. As a visitor you cannot work, and time spent visiting adds nothing to your score. Key takeaways
What an officer has to be satisfied of
The clearest official statement we found is in a briefing IRCC prepared for a parliamentary committee and published on its site (modified March 31, 2021). It explains that officers assess applicants who have both temporary and permanent plans under subsection 22(2) of the Immigration and Refugee Protection Act and section 179 of the regulations. Officers must be satisfied that the applicant would leave Canada at the end of their authorized temporary stay if their application for permanent residence was refused. The briefing adds that this requirement is in the Act itself and cannot be set aside by departmental instructions.
In plain words: having a second, permanent intention is not a ground for refusal. Failing to convince the officer that you will respect the limits of a temporary stay is.

So an application for a visitor visa made while you are in the pool, or while a permanent residence file is in process, is judged the way any visitor application is judged, with one extra fact on the table. The questions are the familiar ones: why are you coming, for how long, how will you pay for it, and what brings you back.
Visitor visa during Express Entry: stage by stage
Your stage | What exists on file | What it means for a visitor application |
|---|---|---|
Profile in the pool | An expression of interest, not an application | You have not applied for permanent residence |
Invited, not yet applied | An invitation valid for 60 days | Still no application; the deadline keeps running while you travel |
Application submitted | A permanent residence application in process | The officer weighs whether you would leave if it were refused |
Approved, not yet landed | A decision in your favour | Follow IRCC’s approval instructions on where you finalize status |

Real case: an old profile and a new visitor application (September 2018)
Someone who had once created an Express Entry profile, now inactive, was about to apply for a visitor visa and wondered whether the old profile would count against them and whether to mention it. An experienced member replied that the visitor application would be judged on the reason for the visit, ties to the home country and finances, and that the old profile would not affect it. On disclosure, the member’s view was that there was nothing to declare, since the poster had never been invited and had never applied for a visa or permanent residence. The poster thanked them. No outcome was reported.
That reply distinguishes a profile from an application, which matches how IRCC’s pages describe the pool. Read the questions on the form you are filling in and answer the one that is asked. If it asks about previous applications, an application for permanent residence is one. When in doubt, disclose and explain; IRCC’s create-profile page warns that false information or missing details can bring refusal and a five-year bar.
Real case: both at once (May 2017)
A candidate living in the United States was preparing an Express Entry profile under the Federal Skilled Worker Program and wanted to apply for a visitor visa at the same time. They asked whether one would harm the other. A member answered that a visitor visa would not interfere with the permanent residence process and that both could go ahead together, using the same online account. The thread then turned to French as a way to improve their chances. No outcome on the visa was reported.
When a permanent residence application is already in process
Real case: waiting on a final decision (October 2021)
An applicant whose permanent residence file had reached an advanced stage in April 2021, with no final decision yet, asked whether they could apply for a visitor visa to come in the meantime. They had previously lived in Canada for six years and had family there. An experienced member said it is permitted, that approval depends on travel history, finances and ties to home, and that the visit should look like a visit, not an early move. Given the poster’s history, the member expected little difficulty. Another member wondered whether it was worth it, since the visitor visa was then taking about 170 days and the permanent residence decision might arrive first. The poster was still deciding.
Two practical points come out of that exchange. A good record of past compliance, having lived in Canada and left when required, is the kind of evidence that speaks directly to the officer’s question. And processing times can make the exercise pointless; check the current time for visitor visas from your country before you apply.
Real case: visiting to look around before the visa arrives (April 2012)
In an older thread, from before Express Entry existed, an applicant expecting a permanent resident visa within a few months wanted to visit as a tourist to see the country and look at jobs. They were not working at the time. Opinions split. Some said it was fine and that they had done it themselves. Others thought the pending application and the lack of a job at home would make an officer doubt that the visitor would leave. The advice both sides agreed on was to carry evidence of reasons to return and to be open about the pending application if asked. One member reported visiting several times without difficulty.
The disagreement in that thread is the test itself, argued from two sides. The same facts can satisfy one officer and not another, which is why the evidence you bring matters more than the rule.
Evidence that speaks to “will you leave?” (forum practice, not an IRCC list)
What you can and cannot do as a visitor
A visitor may not work. IRCC’s Help Centre (modified September 1, 2026) also says most visitors are not eligible to apply for a study or work permit from within Canada, so changing to visitor status is not a stepping stone to a new permit. That matters for two groups.
The first is people already in Canada whose work permit is ending. Staying on as a visitor keeps you legal and keeps you in the country, and that is all it does. You earn no income, no Canadian experience and no points while you wait. We set out the alternatives in PGWP expiring and the conditions for the permit that does allow work in bridging open work permit.
The second is people abroad who hope a visit will improve their profile. It will not. The CRS criteria page (modified June 22, 2026) gives points for skilled work in Canada, for Canadian study and for a few additional factors. Presence as a visitor is not among them. A visit can help you with interviews and with deciding where to live, which is useful, but it does not move the score. For what does, see improve CRS score.

One more consequence for candidates relying on the Federal Skilled Worker Program: IRCC’s proof of funds page exempts people who are authorized to work in Canada and have a valid job offer. A visitor is not authorized to work, so the funds requirement applies. See proof of funds.
If the invitation or the approval arrives while you are visiting
An invitation can be answered from anywhere; the 60 days run regardless of where you are, and the application is made online. What can catch you is paperwork you left at home, so travel with scans of everything you would need.
If the application is approved, IRCC’s approval page (modified June 22, 2026) describes separate processes for applicants in Canada and applicants outside it, and tells applicants to let IRCC know if their location changes. Do not assume which process applies to a visitor; tell IRCC where you are through the web form and follow the instructions you receive. We cover the general rules in leaving Canada during Express Entry.

What IRCC does not say
The briefing we read sets out the legal test and does not list the evidence an officer will accept. IRCC does not publish approval rates for visitor applicants with a pending permanent residence file on the pages we read, and it does not say how a profile in the pool, as opposed to an application, is weighed. Frequently Asked Questions
Will applying for a visitor visa during Express Entry hurt my permanent residence application?
Nothing on the pages we read says so. The two are assessed separately. The risk runs the other way: an officer deciding the visitor visa must be satisfied you would leave at the end of your stay.
Can I be refused a visitor visa because I want to immigrate?
Wanting to immigrate is not itself a ground for refusal. An IRCC briefing says officers must be satisfied that you would leave Canada at the end of your authorized stay if your permanent residence application was refused.
Do I have to mention my Express Entry profile on the visitor form?
Answer the questions the form asks. A profile is not an application, but an application for permanent residence is. If you are unsure, disclose and explain.
Can I work in Canada on a visitor visa while I wait?
No. Visitors cannot work, and IRCC says most visitors cannot apply for a work permit from within Canada.
Does time in Canada as a visitor add CRS points?
No. Points come from skilled work in Canada, Canadian study and the other factors on the CRS criteria page.
Can I stay as a visitor after my work permit ends?
You can apply to change to visitor status before the permit expires. You cannot work, and it does not let you apply for a new work permit from inside Canada in most cases.

A visit is easier to plan when you know how far you are from an invitation.
Final Thoughts
A visitor visa during Express Entry is a normal request, and the law makes room for people who intend to visit now and settle later. The officer’s question is narrow: will this person leave when the visit ends? Answer it with facts, keep the trip a trip, and do not ask the visit to do things, like earning points or permits, that it cannot do.
If you have been refused a visitor visa before, if your status in Canada is about to lapse, or if an approval may arrive while you are travelling, speak to a licensed immigration consultant or an immigration lawyer first.
